House Budget Chairman Jodey Arrington (TX-19) has introduced legislation aimed at preventing states from issuing driver’s licenses to individuals residing in the country illegally. The bill, named the Stop Greenlighting Driver Licenses for Illegal Immigrants Act, also seeks to require state and local authorities to fully cooperate with federal immigration enforcement.
Arrington criticized states that provide such licenses, stating: “Far-Left Sanctuary States that issue driver’s licenses to illegal immigrants are not only breaking the laws of our land, they endanger families and law-abiding Americans who take to highways every day in our country – these lawless states must be stopped!
“My Stop Greenlighting Driver Licenses for Illegal Immigrants Act will bar rogue states from issuing licenses to illegal immigrants and force states and localities to cooperate fully with federal immigration enforcement so we can put the safety and security of Americans first.” – House Budget Chairman Jodey Arrington (TX-19)
Currently, 19 states, along with Washington D.C. and Puerto Rico, allow undocumented immigrants to obtain driver’s licenses using foreign birth certificates or passports as well as proof of residency. According to reports referenced by Arrington’s office, Connecticut has issued nearly 60,700 “drive only” licenses under this policy.
The proposed legislation would prohibit any state that issues driver’s licenses to undocumented immigrants from receiving the Edward Byrne Memorial Justice Assistance Grant (JAG), a major source of federal funding for state criminal justice initiatives. These grants support personnel, equipment, supplies, technical assistance, contractual support, and information systems related to criminal justice efforts.
Additionally, the bill would mandate full cooperation between state or local entities and Department of Homeland Security immigration officials by requiring all requested information be provided.
Arrington has held his seat since 2016 and has won several elections against various opponents including Nathan Lewis in both 2024 and 2022 general elections; Tom Watson in 2020; Miguel Levario in 2018; and Troy Bonar in 2016.
