House Budget Chairman Jodey Arrington (TX-19) announced the House passage of the National Defense Authorization Act (NDAA), which allocates $892.6 billion for national defense. The legislation aims to strengthen the military, improve service members’ quality of life, and reduce wasteful spending. It also includes a record $90.8 million investment for B-21 related construction projects at Dyess Air Force Base.

This year’s NDAA authorizes nearly $893 billion for national defense programs, fully funds the Department of Defense, and invests in critical technology like the B-21 Raider, while strengthening our ability to secure the homeland and support our service members and their families.

The funding package provides $78 million for a B-21 Mission Planning Facility and $12.8 million for utilities and site improvements at Dyess Air Force Base. This marks a significant increase from 2024 when Arrington secured what was then a record-setting $30 million investment.
The NDAA authorizes $848 billion for the Department of Defense, $34 billion for the Department of Energy, and $10.2 billion for other defense activities. It also includes cuts totaling roughly $20 billion initiated by DOGE: this includes reductions such as $40.5 million from diversity-related activities, $1.6 billion from climate change spending, and $6.8 billion from Pentagon bureaucracy.
The bill codifies several executive orders focused on government programs including ending certain Diversity, Equity & Inclusion initiatives (EO 14151), declaring a national emergency at the southern border (Proclamation 10886), clarifying military roles within U.S territory (EO 14167), restoring airspace sovereignty (EO14305), and others.
Additionally, it fully funds efforts supporting border security through collaboration between DoD and DHS; authorizes $5.8 billion specifically for development of the B-21 Raider; provides a 3.8% pay raise; and improves benefits for service members.
Jodey Arrington has maintained strong electoral support throughout his tenure in Congress with victories in recent general elections: In 2024 he defeated Nathan Lewis with over 80% of votes; similar margins were recorded in previous cycles against both Nathan Lewis in 2022 and Tom Watson in 2020; Miguel Levario in 2018; as well as Troy Bonar in 2016.
